Senate companion to HB 2186 — requires municipalities to allow accessory dwelling units (ADUs) by right wherever single-family homes are allowed. Stronger on regulatory specifics than the House version (14-day ministerial approval with deemed-approved fallback, written denial reasons, utility-connection-fee shield, 150 sf minimum / 1,250 sf max). Amends the Municipalities Planning Code, which excludes Philadelphia (1st-class city) and Pittsburgh (2nd-class city) from coverage — the House version reaches both via a direct Title 53 amendment.
